New Cybercrime Safeguards Are to Take Effect in Russia
The government says a new automated AntiFraud system will link law enforcement, telecom operators, and financial institutions to combat online scams.
New measures aimed at countering cyber fraud will take effect in Russia on March 1, 2026, the Ministry of Digital Development said. A state-run automated system, Antifrod (Anti-Fraud), will go live, connecting law enforcement agencies, government bodies, telecom operators, and financial institutions. The platform will allow participants to share data on suspected illegal activity and coordinate protective measures.
Biometric Access for Protection
Another change introduces optional biometric logins for banking apps, marketplaces, and classified ad platforms. The technology is designed to safeguard user data and provide secure access, though customers will be able to choose whether to use it.
Starting March 1, sellers will also be able to verify their identities on marketplaces through Gosuslugi (State Services portal). The measure is voluntary and is intended to increase buyer trust in online stores while allowing platforms to label verified sellers.
A separate initiative targets microfinance organizations. They will no longer be allowed to issue loans based solely on a government ID; biometric verification will become mandatory.
Authorities say the combined measures will strengthen protections against cyber fraud and make the digital environment more transparent and secure.
