Perm Researchers Are Developing an AI Navigator for Agricultural Support Programs

The tool is designed to help farmers navigate the latest regulatory requirements.

Researchers at the Higher School of Economics in Perm are developing an AI navigator for government support programs for the agricultural sector. The tool addresses one of the key challenges facing farmers by helping them navigate current regulations. The project was discussed at the second Perm Development Forum, “Cities of the Future.”

The system will work as follows: A user describes a situation, and the algorithm clarifies the relevant parameters, finds current regulations, compares the applicable conditions and then generates an answer with links to the original sources.

The developers have already built an extensive database covering 3,000 regulations from 89 regions across Russia. Modules for extracting eligibility criteria and conducting semantic searches are also ready. The team is now fine-tuning a large language model.

At the forum, participants discussed possible ways for the Perm Krai Ministry of Agriculture and AgroPromTsifra JSC to support the project. Among other things, the developers could receive help collecting typical requests from farmers, as well as access to the infrastructure needed to deploy the AI navigator.
