Russia Is to Launch Two AI-Powered Construction Services in 2026

One service will issue building permits, while the other will monitor developers’ information transparency.

Two new artificial intelligence–based services are set to launch in Russia’s Moscow region in 2026. In May, authorities plan to roll out a system called SmartCheck, in which AI will review not only the completeness of permit applications but also their content. If no issues are detected, the platform will be able to issue a construction permit automatically.

A second service, called NeuroInspector, will focus on assessing developers’ information transparency. The AI system will operate around the clock, collecting data, downloading documents, analyzing them, and identifying potential violations.

The Digital Future of Construction

A total of 57 electronic government services are already operating in the Moscow region’s construction sector. In addition, a digital project support platform using artificial intelligence, known as AIS CSS, is currently in use. The service oversees around 6,500 construction projects, with 70 percent of them having already received building permits.

According to Ruslan Saidov, director of digital transformation at Archplay Development, Russia has seen a surge in domestic IT solutions for the real estate sector.

“Solutions are developing rapidly in areas such as CRM systems, digital twins, smart homes, design and development tools, and integration with 1C. Large technology platforms and institutions like Sber University, Skolkovo, Innopolis in Kazan, and research centers in Novosibirsk play a major role here. Many of them run their own development programs. The market also includes many young professionals and even students who are introducing new approaches, especially in robotics, mechanical engineering, and construction technologies,” he said.
