Russia Is Using a Digital ID App to Sign Land Deals—No Paper, No Office Visits Required

In Russia’s Perm region, land redistribution agreements are going fully digital—and the app making it happen is Goskluch, the country’s rising star in e-government services
The new feature allows property owners to sign land parcel agreements remotely using enhanced qualified electronic signatures (QES). No paperwork. No government office visits. Just open the app, sign, and done.
According to the regional Ministry of Digital Development, the service dramatically cuts down processing times and eliminates paper trails entirely. Goskluch supports two types of e-signatures: – The standard enhanced unqualified signature, used by over 20 million Russians for everything from public service forms to HR documents. – The enhanced qualified signature, trusted by 1.8 million users for high-stakes transactions like real estate deals and company registrations.
So far, Goskluch hosts around 500 digital services, and over 1,500 organizations have plugged it into their workflows. It’s part of a broader national effort under Russia’s “Data Economy” initiative to turn bureaucratic headaches into seamless digital flows.
“The digitization of public services makes life more convenient for our residents,” said Dmitry Makhonin, Governor of Perm Krai.
