Russia Launches Digital Platform for Climate Projects

Researchers at the Higher School of Economics have unveiled Russia’s first domestic platform designed to quickly assess the economic viability of environmental and climate initiatives.

The presentation of Russia’s first digital platform for evaluating nature-based and climate projects took place at the Higher School of Economics (HSE). The system is designed to assess costs and economic efficiency of “green” initiatives and support management decision-making.

There has been clear demand in Russia for a homegrown solution of this kind. As noted by Nikolai Kurichev, director of the center behind the project, foreign analogues often fail to account for local natural conditions and national legislation.

“Therefore, if we want to develop and scale nature-based and climate projects in Russia, we need our own domestic solutions, adapted to our realities,” he added.

Green Economy

The new platform helps determine where and how a project should be implemented, taking into account all relevant inputs and its expected economics. It factors in physical parameters such as land area and carbon stocks, as well as financial indicators. In its first phase, the platform will assess reforestation projects in five pilot regions: Tatarstan, the Lipetsk and Kaluga regions, and the Krasnodar and Stavropol territories.

The platform can integrate data from Russia’s domestic carbon testing sites, reducing the cost of monitoring and verification. In 2026–2027, the developers plan to expand coverage to additional regions and project types, including those linked to agriculture.

“Climate projects are not about image-driven ESG solutions. They are a real way to cut the cost of decarbonization and are now part of the broader push toward carbon neutrality. According to the World Economic Forum, the cost of achieving carbon neutrality ranges from $100 trillion to $300 trillion. These figures are staggering,” said Andrei Ptichnikov, head of the expert group at the Center for Digital Technologies for Nature-Based Climate Projects.

The platform opens up significant opportunities to improve environmental conditions in Russia and beyond.
