Russia’s New Digital Assistant Speeds Up Government Paperwork

An AI system deployed in the Moscow Region is already helping officials analyze documents—and may soon start drafting policy decisions on its own.

The Moscow Region has integrated a unique AI assistant into its electronic document-management system. The service improves the speed and quality of document processing across regional government agencies.

The neural network automatically generates brief summaries of documents, displays their history, and finds similar materials on request. A built-in chat feature for discussing documents directly inside the system has become a major innovation, accelerating approvals and decision-making.

From Assistant to Author

The technology is currently being tested by employees of the Ministry of Public Administration and the Governor’s Administration of the Moscow Region. In its pilot phase, the AI has already processed and summarized more than 1,000 incoming letters.

Starting January 2026, the intelligent assistant will be deployed across all government bodies and subordinate organizations in the region. Over time, it will be trained to prepare draft resolutions and draft responses. These technologies reduce labor costs and accelerate decisions that matter to residents.
