14 Million Logins a Day: How Russia’s E-Government Became a Digital Powerhouse

Russia’s online public services platform isn’t just big — it’s mega. Every single day, 14 million users log into Gosuslugi, the country’s e-government portal. What began 15 years ago as a modest digital bureaucracy experiment is now one of the world’s most ambitious platforms for public service delivery.

At the inaugural Global Digital Forum, Russian officials unpacked how they got there — and what comes next. Representatives from the digital ministries of India, Cuba, Kyrgyzstan, Zimbabwe, and Afghanistan joined the conversation to share their own experiences digitizing the state.

According to Sergei Tsvetkov, Deputy Minister of Digital Development, Gosuslugi is now a central nervous system for Russian governance. Citizens (and even foreigners) can access hundreds of services — from paying taxes to renewing passports — without stepping into a government office. The platform processes over 2 million applications per day.

And it’s getting smarter. A newly launched virtual assistant, Robot Max, is now handling 2 million user queries daily, serving as a scalable, AI-powered front desk for the digital state.

Russia ranks in the global top 10 for e-government adoption, and 90% of citizens over 18 have used the platform at least once. But as forum participants noted, security and accessibility are as crucial as speed. Panel discussions covered cybersecurity standards, user privacy, and the urgent need to boost digital literacy.

The global perspective? Kyrgyzstan’s Tunduk platform and India’s Aadhaar biometric system are also transforming civic life, showing that digital governance is no longer a luxury — it’s the new baseline for national infrastructure.

Bottom line: when done right, e-government isn’t about replacing clerks with code. It’s about building trust at scale. And Russia, it seems, is coding its way into the future.
