AI and Lean Management Reshape Government Operations in Russia's Kirov Region
The Kirov Region has emerged as one of Russia's leaders in digital transformation, extending the effort across public administration, the economy, and social services.
At an operational meeting chaired by Governor Alexander Sokolov, First Deputy Chairman of the regional government Dmitry Kurdyumov outlined progress on the digital transformation effort. He said digital technologies are being introduced to streamline workflows, improve productivity, and make it easier for residents and businesses to interact with government agencies.
A key part of the effort is the Effektivny region (Efficient Region) project, which includes more than 250 initiatives applying lean management practices. Rosatom (State Atomic Energy Corporation Rosatom) has recommended seven of them for wider adoption, while 13 organizations have been designated as model organizations.
The Gosudarstvo dlya lyudey (State for People) project is also continuing. All 184 public services have been reviewed for compliance with established standards, and optimization roadmaps have already been prepared for 12 of them.
An information and analytics system has been developed for the governor's situation center, bringing together more than 3,000 indicators tracking regional development as well as profiles of all 45 municipalities.
In line with presidential directives, the regional administration is also adopting artificial intelligence, with more than 150 employees already using AI to automate routine tasks.
