Digital Transformation in Housing: Tatarstan Expands ‘Gosuslugi.Dom’ App

The Republic of Tatarstan is actively implementing a new digital service—the ‘Gosuslugi.Dom’ mobile application—which enables citizens to manage their housing and utility services directly from their smartphones. Users can submit requests, review utility bills, and perform other essential actions online.

This marks another step toward digital transformation in Tatarstan’s public service sector. Residents now have instant, convenient, and paperless access to information and services around the clock. The electronic format also ensures greater transparency and clarity in billing and service delivery.

Apps for Everyone

Digital transformation in housing and utilities (HUS) remains one of the key directions of Russia’s public service modernization. To support this effort, the national GIS HUS system was created. In 2022, the ‘Gosuslugi.Dom’ app—built on GIS HUS—was piloted in several regions, including Belgorod, Omsk, Kaluga, and Khanty-Mansi Autonomous Area.

Just the Beginning

While housing and utilities services are inherently local, Tatarstan’s ‘Gosuslugi.Dom’ model has potential for broader replication across Russia—and possibly in CIS countries. The app is still in its early stages but is expected to evolve.

Future versions may integrate with payment systems, feature automated repair requests, and use AI-driven analytics to predict service disruptions. Full integration with the federal GIS HUS system, as well as smart home platforms, IoT sensors, and digital twins of residential buildings, is likely. This will shift citizen engagement further into digital spaces, reducing the need for in-person visits and improving feedback loops between residents and local authorities.

Expansion and Outlook

The rollout of the ‘Gosuslugi.Dom’ application in Tatarstan represents a significant milestone in the digital transformation of regional housing management. Still, the initiative faces familiar challenges—digital inequality, user trust, system resilience, and data security. Addressing these issues will be key to long-term success. If the development continues positively, the app will expand its functionality, offering residents detailed reports on home maintenance, repair progress, and other relevant data.

The focus will increasingly shift toward analytics—collecting and interpreting statistics on service quality and issue response times.
