Parking Benefits in Yekaterinburg to Be Available Through Gosuslugi Portal
The emergence of regional cases in the field of government services demonstrates the broad development of this area. If these growth rates are maintained, Russia could become a global leader in the digital transformation of public administration.

Expanding the List of Services
Residents of Yekaterinburg will soon have new opportunities regarding paid parking. Following the introduction of post-payment options, a special payment system for residents will be implemented in 2026. This system will apply to paid parking spaces in remote areas and include discounts for certain categories of citizens. The corresponding application will need to be submitted via the Gosuslugi portal.
Thus, the list of government services available through the Gosuslugi platform continues to expand—not only at the federal level but also regionally. In addition to nationwide changes, some Russian regions are introducing their own initiatives tailored to the needs of local residents. This approach allows for more targeted and effective service delivery and makes the entire sector more focused on the needs and characteristics of people from different regions.
Electronic Document Management
A careful approach from both federal and regional authorities allows us to conclude that the digitalization of public services will continue to expand—both in terms of the number of departments and institutions involved and the range of services provided. The Yekaterinburg case shows that digital capabilities are expanding into new areas of life. There are strong grounds to believe that this trend will continue in the future.

Given the government’s focus on digitalization, all document management may become electronic in the next few years. Services that require document submission will logically transition fully to electronic formats. This will be facilitated by the standardization of all procedures and the integration of various services. With the continued development of digital government services, Russia could see a complete overhaul of public administration in the coming years. While these developments are focused on domestic needs, they may serve as a model for the digital transformation of public services in other countries.
Accelerated Development
Digitalization of public administration in Russia is accelerating year by year. Experts are already saying that the country’s successes in this area could serve as an example for other nations. In the field of public services, Russians are continually gaining new opportunities to address their social needs through internet portals and mobile applications. As early as 2022, according to the World Bank, Russia ranked in the top 10 countries for government digital transformation and the digitalization of public sector services (the ranking covers 198 countries).

In 2025, a list of 40 priority digital initiatives was approved as part of the national project “Data Economy,” under the oversight of the Ministry of Digital Development. These include the “Smart City” and “Healthcare” digital platforms, AI in government, and the development of a unified biometric system.
Global Leadership
Russia’s 2026–2028 budget has already allocated the necessary funds for the development of digital services. During this period, the government aims to achieve digital maturity in public administration at a rate of over 80%, increase citizen satisfaction with government services by 13%, and raise the share of services provided electronically from 96% to 98%.

Gradually, Russia is becoming a global leader in the provision of public services, demonstrating a fundamentally new architecture for this sector.
