Russia Charts an AI-Driven Future for Government by 2030

Russia is rapidly advancing its vision of embedding artificial intelligence across all sectors of government and the economy. Backed by strong presidential support, the country is building a sovereign AI infrastructure intended to power everything from public services to law enforcement.

A Strategic Imperative

President Vladimir Putin has set a clear national goal: Russia must become a global leader in the application of artificial intelligence, particularly within public administration. Speaking at the 2024 “Journey into the World of Artificial Intelligence” conference, he underscored the need for comprehensive digital platforms to be implemented not just in government, but also in healthcare, industry, and tourism—by 2030.

What sets Russia’s approach apart is its focus on sovereignty. “AI in Russia must be trained on Russian data to reflect our culture,” Putin declared. This emphasis on domestically trained systems is seen as critical to both data security and national identity.

Public Services, Upgraded

The country’s AI ambitions are already moving from policy to practice. The Russian government has deployed AI-powered tools across multiple services. Citizens now interact with government through digital platforms like Gosuslugi (State Services), which streamlines access to services such as medical appointments, property records, and tax payments.

In the financial sphere, a pilot program launched by the Ministry of Finance and Sberbank is using AI to automate budget classification and improve transparency. According to Deputy Finance Minister Irina Okladnikova, AI may soon handle the bulk of Russia’s budgetary process.

Public Safety and Real-World Impact

The integration of AI into law enforcement has shown measurable results. In 2024 alone, Russian authorities reported a 10.5-fold drop in robberies and a 34.5-fold decrease in residential burglaries, which officials attributed in part to AI-enhanced policing. President Putin compared these gains to similar successes in the United Arab Emirates, calling the outcomes “remarkable.”

Scaling the Workforce

To support this technological transformation, Russia aims to grow its IT workforce significantly. Minister of Digital Development Maksut Shadaev announced a goal to onboard 700,000 new IT professionals by 2030. This complements earlier efforts under the national “Artificial Intelligence” project, which began in 2020 with a $400 million funding commitment and has since been extended through the end of the decade.

Global AI Diplomacy

Russia is also positioning itself as an AI advisor for the Global South and East, offering technical and consultative assistance to nations looking to implement intelligent technologies in governance.

The Road Ahead

Given the pace of investment and development, experts believe Russia is on track to join the world’s AI frontrunners. If current momentum continues, the country’s public sector could soon become a case study in how artificial intelligence reshapes governance on a national scale.
