Russia Considers National AI Law to Regulate Algorithms and Prevent Bias

A leading senator has called for legislation to define accountability for artificial intelligence—especially ahead of the 2025 election cycle.

Russia is debating the need for a national law to regulate the use of artificial intelligence, with lawmakers stressing the importance of legal safeguards. According to Senator Artyom Sheikin, Deputy Chair of the Council for Digital Economy Development, current regulations do not go far enough to address AI’s growing influence.

Sheikin sees clear benefits to AI for Russian citizens, citing its potential role in the September 2025 election campaign. He noted that neural networks could assist with campaigning, data analysis, constituent engagement, and even result forecasting—but stressed that AI should not be used to count votes.

“We must avoid technical failures and manipulation,” he said. “Any errors or doubts in vote counting undermine public trust in elections and government institutions.”

Currently, Russia lacks a comprehensive legal framework for AI. Sheikin advocates for a national law that would set clear boundaries for usage, assign responsibility for AI-driven errors, and prevent algorithmic discrimination or bias.

“AI can be highly useful,” Sheikin said, “but it must be subject to oversight.”
