Russia Develops National Cybersecurity Shield for Strategic Industries

Drawing on Tomsk’s experience in protecting oil and gas facilities, Russia is moving to build advanced homegrown defenses for critical infrastructure.

At Gazprom’s Tomsk branch, experts convened to discuss new domestic technologies for protecting strategic enterprises against cyberattacks. These innovations matter not only for the oil and gas sector but also for housing and utilities, power grids, and transport. Participants stressed that only joint efforts by business, science, and government can build a reliable “digital shield” for the entire country.

Developing unified cybersecurity standards is crucial for Russia and beyond. Proven methods for defending pipelines, for instance, could also safeguard urban lifelines—boiler houses, water utilities, and electrical networks—ensuring more resilient services and shielding citizens from disruption.

The meeting was held under the energy initiative of the International Business Congress. Tomsk was chosen deliberately as the venue: the region is a living lab for testing cutting-edge solutions. Scientists, IT companies, and subsidiaries showcased their projects, including quantum technologies, a secure industrial Internet of Things, and robotic monitoring systems.

Vladimir Mazur, governor of Tomsk region, emphasized that the top priority is to develop and deploy tools that can reliably protect archives and data from any threat.

Projects tested at Tomsk’s innovation site are already being rolled out in other regions. According to Vladislav Borodin, the company’s general director, the effort centers on creating an integrated management system based on data from industrial facilities. Key areas include digital equipment passports, robotics, artificial intelligence, and advanced analytics platforms.
