Russia Expands National Housing Platform to Private Homeowners

The country’s digital housing system, once limited to apartment buildings, is being scaled to individual homes—streamlining management, cutting red tape, and reshaping urban planning.

Russia’s Ministry of Construction announced a major expansion of the State Information System for Housing and Utilities. For the first time, private homeowners will gain access to the platform, which until now was designed exclusively for apartment complexes.

The updated service will not just collect data on private housing but also generate useful tools for citizens—from managing property upkeep to making community improvement decisions. Officials say the upgrade will improve housing management quality and simplify everyday choices for residents.

Regulatory agencies are currently revising legal frameworks and updating the platform’s digital services. Future features will include online voting for homeowners and digital reporting tools for property management companies.

At the same time, the ministry is pushing forward with its “digital twins” initiative—virtual city models that combine data on infrastructure and transport. These simulations allow planners to predict how new projects will affect local life and optimize development.

The impact is already visible: mandatory construction requirements have been cut from 11,000 to just 380, and the number of required documents reduced from 989 to 568. As a result, Russia’s investment and construction cycle has been shortened by 600 days.
