Russia Launches Mobile Hunting Permits Through “Moya okhota” App

Hunters will be able to obtain permits to hunt birds and fur-bearing animals through the mobile application Moya okhota

Russia’s Novosibirsk Region has launched a digital system for issuing hunting permits. Documents allowing the hunting of birds and fur-bearing animals can now be obtained through the mobile application Moya okhota (My Hunting). Regional authorities announced the rollout of the service.

An experiment to move hunting-related services into digital format has been extended until 2029. The corresponding decree was signed by Russian Prime Minister Mikhail Mishustin. Novosibirsk Region became the first region where such documents began to be issued digitally. Since 2023, hunters have already obtained more than 20,000 permits in electronic form.

QR Codes and Offline Access

Novosibirsk Region Minister of Natural Resources and Ecology Yevgeny Shesternin clarified that the digital format currently applies only to hunting birds and fur-bearing animals. Permits for hunting hoofed animals and bears continue to be issued on paper.

Applications for electronic permits can be submitted starting March 16, 2026 through the government services portal. Once approved, the document automatically appears in the mobile application.

A Smartphone in the Marsh

Regional Minister of Digital Development and Communications Sergey Tsukar said the service simplifies both document storage and verification. The electronic permit is stored directly on the hunter’s smartphone, while wildlife inspectors can scan the QR code even in forests or marshlands without an internet connection. Even the traditionally conservative hunting sector, officials say, is gradually adopting digital tools.
