Russia Modernizes Government Oversight with Digital Technologies
A new mobile app called Inspector is transforming how Russian agencies conduct inspections — replacing manual oversight with secure, fully digital control.

A Shift Toward Digital Oversight
Russia’s government has approved the mandatory use of the "Inspector" mobile app for all official inspections, audits, and compliance checks. The new requirement means that all photo and video documentation must now be captured exclusively through this digital platform.
The app allows inspectors to conduct preventive and compliance visits remotely, as well as on-site raids and formal inspections. Authentication is handled through the state services portal, and all materials are stored securely on government servers. According to Deputy Prime Minister Dmitry Grigorenko, "Inspector" has become a cornerstone of Russia’s digital oversight infrastructure, helping save time and resources while eliminating disputes over the authenticity of inspection data.
Thousands of Digital Inspections
Since its launch in 2024, the system has already facilitated over 8,000 inspections, generating more than 8,000 hours of archived video — all of which will be securely stored for five years. The system also records each inspector’s geolocation and flags any attempts to alter or spoof it, ensuring that every inspection is traceable and verifiable.
Looking ahead, "Inspector" is set to evolve into a universal platform for all regulatory agencies. The app simplifies administrative workflows, enhances transparency, and makes oversight safer and more efficient for both businesses and citizens. It represents a major step toward digital governance that strengthens trust between the state and the public.
