Russia to Launch National Index on Children's Cybersecurity Awareness

A new national assessment tool will measure how well Russian children—and the adults around them—understand and practice digital safety.
Russia is preparing to roll out a comprehensive new initiative to safeguard minors online. Called the Children's Digital Security Index, the program will evaluate how well students understand cyber risks and digital hygiene—from protecting personal data to setting strong passwords and interacting responsibly on social media.
But it’s not just the kids under scrutiny. The index also assesses how effectively adults—parents, teachers, and caregivers—guide children in navigating the digital world. It will gauge whether schools and other institutions are creating supportive, secure environments for young internet users.
The index is entering its final development phase and will soon begin testing in select Russian regions. Participants will include students, parents, and educators, with results used to refine the system ahead of its national rollout.
The initiative was developed by the Alliance for the Protection of Children in the Digital Environment and is backed by Russia’s Ministry of Digital Development, Communications, and Mass Media.
