Russian Regions Embrace Digital Services to Streamline Government Assistance
From QR codes to biometric authentication, pilot programs in Nizhny Novgorod show how digital tools are reshaping the way citizens access public services.

Nizhny Novgorod Region is participating in the federal pilot project “GosQR,” which aims to speed up and simplify public services through integrated digital platforms.
Svetlana Musarskaya, director of the regional multifunctional center for public and municipal services, explained how the project has improved operations. By scanning a QR code, residents can transfer their personal data from the national Gosuslugi portal directly into the service center system, cutting appointment times.
Additional tools include pre-registration, consultations, and notifications—sent not only through official channels but also via social media and the MAX messenger—powered by a voice assistant and chatbot. The region also uses a unified biometric system that allows citizens to access services without a passport, confirming their identity with a glance at a camera.
All these features are grouped under a “Life Situations” model, enabling residents to complete multiple services in a single visit.
