Russia’s AI Center Modernizes Urban Planning with Smart Platforms

From apartment layouts to permitting timelines, artificial intelligence is reshaping how Russian cities are designed and built.

Russia’s National Center for the Development of Artificial Intelligence, operating under the federal government, is accelerating the use of cutting-edge digital tools in urban planning. Moscow Mayor Sergey Sobyanin recently highlighted the most widely adopted innovations.

Among them is 'Kvartirografiya,' a platform that optimizes apartment layouts in multi-unit buildings. It analyzes land plot parameters, zoning laws, building height limits, apartment dimensions, and sunlight exposure. The tool has already demonstrated results: it has boosted land-use efficiency by 45% and improved layout ergonomics by 35%.

Another breakthrough is 'Digital Norm Control,' a compliance-checking system that compares design and construction documents against regulatory standards. It has halved the time required for verification and increased accuracy by 80%.

In March 2025, the Center launched the 'Procedure Calculator,' a service that creates step-by-step roadmaps for real estate development projects. It helps planners understand the full sequence and timing of all required permitting procedures.

Developers have also introduced a tool for automated clash detection. The AI-driven system compares 3D building models to identify design conflicts early, minimizing costly revisions and accelerating approval timelines.

These innovations are helping transform Russia’s urban development landscape by improving efficiency, reducing risk, and increasing the quality of architectural planning and execution.
