Russia is rapidly expanding the use of artificial intelligence across government operations, reshaping how public services are delivered and setting new standards for efficiency, accessibility, and data-driven decision-making.

AI in Government: Practical Impact

Russia is intensifying its deployment of artificial intelligence, including within the public administration system. This was stated by Deputy Prime Minister Dmitry Grigorenko during the plenary session of the Digital Solutions Forum. He spoke about the practical experience of introducing AI and emphasized that its use must be meaningful, measurable, and tied to real results.

Among the key areas highlighted by the Deputy Prime Minister were the integration of AI into the operations of the government apparatus and the continued development of the Gosuslugi online portal. Neural networks are being embedded into the electronic document management system, where they now automatically recognize documents, generate concise summaries and quick-reference notes, and perform spelling checks.

This reduces processing time and improves accuracy.On the Gosuslugi portal, the virtual assistant Max is evolving into a full-fledged AI-powered helper. As a result, responses to user requests are becoming more accurate, and arranging public services requires fewer clicks and fewer steps. This shift demonstrates how artificial intelligence is fundamentally transforming the relationship between citizens and the state.

Proactive, Simple, and User-Centered

“Artificial intelligence allows government services to be delivered in a completely new format: more proactive, simpler, and more convenient,” Grigorenko noted. “The technology analyzes information about a user and their interests, which means that a person no longer needs to search for a service—the service ‘comes’ to the person in a form that is convenient for them.”

Smart Deployment and Measurable Outcomes

Grigorenko stressed that artificial intelligence is a tool, and a powerful one, but it must be used wisely.

“If we set a goal, it must be measurable. We should not deploy artificial intelligence just for the sake of deployment or because it is fashionable,” he said.

Before starting any project, agencies must clearly understand which resources—time or money—will be saved and how quality will be improved.He provided an impressive example: AI can predict with 96 percent accuracy which planned tasks in various government sectors are likely to miss their deadlines. This capability forces responsible officials to rethink planning and execution strategies.

“Everyone benefits from the introduction of artificial intelligence. I mean the government, businesses, and citizens,” Grigorenko concluded.
