Vladimir Zolotov: The Strength of Russian IT Solutions Lies in Their Independence and Ability to Shape the Market
Russia’s nuclear industry is rapidly building a fully fledged national IT ecosystem, achieving a level of technological independence that few countries can match.

According to Vladimir Zolotov, IT Director at Greenatom, key infrastructure services of Rosatom—including its secure corporate cloud and data transmission network—have already been migrated to domestic technologies. The level of import substitution across core IT domains now exceeds 80 percent. These results became possible thanks to systematic work launched back in 2018, which allowed the industry to adapt smoothly after the departure of Western vendors.
In an interview with the Association of Major Consumers of Software and Equipment, Zolotov noted that the Russian IT market has moved past a phase of explosive growth and is now entering a “plateau of maturity.” Virtually all market niches are filled with domestic products. The main challenge today is not availability, but improving functionality, stability, and user experience. According to Zolotov, about 10 percent of development companies can already be considered strong players shaping future standards.
A key strategic direction for Greenatom is the development of robust digital infrastructure. One successful example is its collaboration with VK Tech, which enabled the deployment of a secure industry cloud. After a complex transition to the commercial version of the platform, its reliability reached 99.9 percent.
One of the most difficult tasks, Zolotov said, was replacing Microsoft’s infrastructure services. But the biggest challenge was the human factor: transitioning thousands of employees to Russian operating systems such as Astra Linux and new office suites required overcoming mental barriers and long‑established habits.
Speaking about the future, the IT director emphasized that the goal is not only technological sovereignty, but technological leadership. This requires creating conditions for niche startups to integrate into the ecosystems of major players and actively developing AI platforms that will underpin new breakthroughs in the nuclear sector and the national economy.
