From Russia With Intelligence: Russian AI Solutions Support Physicians in Algeria

Russian-developed artificial intelligence is entering global healthcare, as the Third Opinion Platform begins deployment across Algeria’s medical system.

Russian AI company Third Opinion launched a pilot project in November 2025 to integrate diagnostic AI tools into Algeria’s national healthcare system. The initiative is being implemented jointly with Algeria’s Ministry of Health, supported by Russia’s Trade Mission. The platform will be integrated into the National Archive of Medical Imaging and leading university hospitals across both the capital and southern regions.

This collaboration goes far beyond technology transfer. It represents a new model of international medical partnership, where Russia positions itself as a provider of advanced digital health innovations.

From Collaboration to Joint Initiatives

According to the company, around 50 university hospitals in Algeria will be connected to Third Opinion’s AI services. This integration aims to accelerate the analysis of medical studies and improve diagnostic accuracy nationwide, especially in southern regions with limited healthcare infrastructure.

The technological foundation of the project is based on PACS solutions from Russian vendor Kometa, ensuring unified data access and secure integration of AI tools into routine clinical workflows. The negotiations and agreement were coordinated with Russia’s Trade Mission in Algeria as part of the countries’ expanding technological cooperation.

Algeria’s Ministry of Health emphasized that partnering with Russia in medical technologies is a natural continuation of long-standing bilateral relations. Officials noted that Russian AI solutions will help the country move toward widespread adoption of artificial intelligence in diagnostics and the development of a national digital health framework.

How the Third Opinion Platform Operates

Third Opinion specializes in clinical decision support and intelligent video monitoring. Its algorithms can identify over 100 indicators of disease from fluorography, X‑ray, mammography, and CT scans. These include coronary artery disease, stroke, breast cancer, tuberculosis, and pneumonia.

In 2025, the platform generated more than 10 million preliminary study reports for Russian physicians. This significantly reduced diagnostic turnaround times and eased the workload on medical staff. Algeria will now benefit from the same scalable experience.

Why It Matters for Algeria and Russia

For Algeria, the project provides more equitable access to high‑quality diagnostics—from the capital to remote southern regions. Through a unified AI platform, hospitals can receive second opinions in complex cases and reduce the time required to confirm a diagnosis.

The system also supports standardization of medical protocols and the creation of a national imaging database, which is crucial for developing local research and medical education.

For Russia, the Algerian pilot marks not only an entry into the international HealthTech market but also a step toward deep technological cooperation. Exporting AI tools strengthens the position of Russian developers in the rapidly growing medical AI sector and contributes to long‑term technological sovereignty.

Importantly, the Algerian experience will also inform future deployments within Russia—particularly in regions where diagnostic resources are scarce. This creates a unique cycle of “reverse experience export,” where refined implementation strategies return to the domestic healthcare system.

Algerian Pilot as Part of a Global Strategy

Third Opinion already has international engagement experience: the company participated in a Russia–Malaysia working group on digital healthcare and held AI implementation talks with Nigeria. However, Algeria is the first country where the platform is undergoing full‑scale integration into an existing medical infrastructure.

Successful implementation could open pathways for expanding Russian medical AI technologies across Africa, the Middle East, and Southeast Asia—regions showing growing demand for cost‑effective solutions that help mitigate shortages of specialists and diagnostic equipment.

Within the next 12–24 months, the pilot phase will be completed, with a detailed assessment of outcomes: the number of studies processed, diagnostic accuracy rates, economic efficiency, and workload reduction for clinicians.

Potential next steps include nationwide scaling, the creation of joint ventures, and localized service teams.

The Algerian experience will strengthen Russia’s position in international tenders and negotiations for supplying AI solutions worldwide. The project demonstrates that digital medicine and artificial intelligence are becoming tools of diplomacy—uniting countries around a universal goal: protecting human health.
