Marketplaces in Russia Are to Be Added to a Digital Registry

A new law on the platform economy is set to take effect in 2026.

Russia is creating a national registry of marketplaces, the government said. A dedicated law for online digital platforms has been drafted and is scheduled to come into force in 2026. The legislation is designed to protect the rights of buyers and sellers operating on intermediary digital platforms.

As noted by Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko, a range of tools has been developed for market participants. For example, platforms will be required to verify sellers before granting access, using the Unified Identification and Authentication System. Product listings will be checked for certificates and declarations of conformity, as well as for the seller’s registration in the state product labeling system.

A Unified Legal Framework

“These measures are aimed at combating counterfeit goods on intermediary digital platforms,” Grigorenko said.

The law establishes a unified legal framework for all market participants. The marketplace registry will track the largest intermediary digital platforms and will be maintained on the website of the Ministry of Economic Development of Russia. All draft regulations are being coordinated with businesses through a working group on the platform economy, which includes representatives of federal ministries, entrepreneurs, and members of relevant industry associations. This approach, the government says, reflects the creation of a protected digital environment for doing business in Russia.
