Russia Confirms Plans to Expand Technological Partnership With Africa

Russia has reaffirmed its commitment to expanding technological cooperation with Africa, offering to share expertise and experience in digital technologies, energy, and other high-tech sectors, with a focus on training local professionals.

Russia has confirmed its intention to broaden technological partnerships with African countries. Moscow says it is ready to transfer expertise and experience in digital technologies, energy, and other advanced industries, with particular emphasis on developing local human capital.

Russia–Africa Partnership

The announcement was made by Russian Foreign Minister Sergey Lavrov during a plenary session of the ministerial conference of the Russia–Africa Partnership Forum in Cairo. According to Lavrov, sustainable development is impossible without modern technologies and specialists capable of working with them.

“Genuine economic sovereignty is impossible without innovative technological solutions and appropriate human capital support. We are ready to offer our partners advanced systems in mechanical engineering, electric power generation, geological exploration, pharmaceuticals, as well as high-tech areas including digital technologies and space exploration,” Lavrov said.

He stressed that cooperation is already taking a practical form. Russia is involved in the construction and modernization of energy facilities in a number of African countries, providing not only construction services but also technical maintenance and long-term operational support. This, Lavrov said, helps build sustainable infrastructure and transfer expertise locally.

Africa and Peaceful Nuclear Energy

As an example, the minister pointed to the construction of Africa’s largest nuclear power plant, El Dabaa, in Egypt, being built with the participation of Rosatom. He added that cooperation in peaceful nuclear energy is also under discussion with other countries, with a total of 13 relevant agreements already signed.

The ministerial conference in Cairo brought together representatives from more than 50 African states. As part of the forum, the Russian delegation is holding bilateral talks and preparing to sign a package of documents aimed at expanding cooperation, including in digital transformation, energy, and workforce training.
