Russia Unveils “Rodina Card” Digital Service in Venezuela

The Platform Aims to Simplify Legal and Business Processes Abroad Using Biometrics and Digital Signatures

In Caracas, the capital of Venezuela, Russia presented its new integrated digital service, Rodina Card, at the “Russia and Venezuela: Strategic Partners” business forum. Developed by Rostec, the Analytical Center, Rossotrudnichestvo, and TASS, the platform is designed to serve both Russians living abroad and foreigners planning to visit Russia. It combines secure identity verification with access to Russian government and commercial services online.

The project’s core idea is to create a unified digital ecosystem. For Russians overseas, the Rodina Card solves a long-standing challenge — remote access to essential services. Through specialized terminals and service centers, users will be able to obtain a qualified digital signature, which enables them to authenticate documents, open bank accounts in Russia, and use the Gosuslugi (State Services) online portal from abroad.

“We see the demand among Russian citizens living abroad for digital solutions that make their lives more comfortable outside the country while keeping their connection to the homeland,” said Ilia Dimitrov, Chairman of the Board at the Analytical Center.

International Integration

For foreign nationals, the Rodina Card will make it easier to prepare for travel to Russia. Using biometric terminals developed by Rostec, travelers can securely submit personal data in advance. The system identifies users by facial geometry, fingerprints, and voice, with retina and palm vein scans expected to be added later.

“The introduction of biometric terminals into the Rodina Card project will increase convenience for both Russian and foreign citizens,” said Alexander Nazarov, Deputy General Director of Rostec. “Living abroad, relocating, or traveling will become easier and safer. Biometric identification will be conducted through secure communication channels.”

The Analytical Center has become the first certification authority authorized to issue qualified digital signatures outside Russia. The service is already operating in Armenia, Kazakhstan, Uzbekistan, and Kyrgyzstan, and new locations are expected to open in ten additional countries soon.
