Russian Digital Services Lead in Security by Keeping Data at Home
Starting July 1, 2025, all personal data of Russian citizens must be stored only on domestic platforms—a policy that officials say boosts both security and trust.

Oleg Pavlov, chairman of the “Public Consumer Initiative,” spoke at RIF-2025, highlighting the benefits of Russia’s sovereign approach to personal data. He noted that domestic digital platforms often outperform foreign competitors in both quality and security. This edge comes from strict compliance with national laws, integration with state services, and strong user identification systems.
He also emphasized that large-scale digitalization in Russia has already become a reality, accelerated during the pandemic. By his assessment, Russia now ranks among the global leaders in the development of digital platforms and user readiness.
