Rostelecom to Build a New Data Center in the Sverdlovsk Region

A new agreement between Rostelecom and the regional government paves the way for a next-generation data center in Russia’s Sverdlovsk region, strengthening the country’s digital backbone.

The Foundation of Digital Infrastructure

Data centers are the cornerstone of digital transformation worldwide, providing the backbone for reliable information storage, continuous operation of digital services, and scalable computational power.

For Russia, expanding its network of data centers has become a national priority. A new facility will soon rise in the Sverdlovsk region under an agreement signed between Rostelecom and the regional government. The deal, formalized at the IT exhibition ‘Forum of the Future’ in Yekaterinburg, is expected to accelerate the region’s digital transformation.

Experience and Technological Edge

Rostelecom brings extensive expertise in developing large-scale data infrastructure. Its flagship data center, RTK-DPC, is a modern international cluster in Yekaterinburg designed for advanced data processing and storage. Two phases of the facility are already operational, with the third nearing completion.

The existing capacity exceeds 400 racks, hosting data from hundreds of clients, including leading enterprises and public institutions across Russia. The company is now evaluating a new investment project to expand its regional capacity, aligning with global standards of reliability and energy efficiency.

“Governor Denis Pasler has tasked us with accelerating the development of modern digital infrastructure in the Sverdlovsk region. Our partnership with Rostelecom is a major step in that direction”

“Our goal is to create a cutting-edge digital ecosystem that will act as a catalyst for economic growth and help the region become a national IT leader,” said Dmitry Lukoshkov, director of Rostelecom’s Yekaterinburg branch.

Ambitious Regional Vision

The Sverdlovsk regional government and Rostelecom are working toward more than just another data center — they aim to create a full-scale digital hub. This hub will serve as a magnet for federal-level IT projects and a foundation for widespread cloud adoption in the regional economy.

“Sverdlovsk region’s growing industrial, logistics, and high-tech sectors make this initiative strategically important. It will strengthen economic resilience, accelerate innovation, and position the region as a federal center for IT development,” explained Dmitry Ionin, acting Deputy Governor and Minister of Investments and Development of the Sverdlovsk Region.

Expanding Beyond Moscow

While Moscow, the Moscow region, and St. Petersburg have traditionally hosted the majority of Russia’s data centers, the current trend emphasizes regional expansion. Key Point, in partnership with 3data, plans to build 35 data centers across all federal districts.

Its first completed project — a facility in Vladivostok — has a total capacity of 880 racks. Meanwhile, Yandex Cloud is also expanding, with a new availability zone under construction in the Vladimir region. Located next to its existing data center, the new site will enable ultra-low latency — under 1 ms — and a data link capacity of 25.6 Tbps between zones. These developments highlight Russia’s commitment to strengthening its digital infrastructure nationwide.
