Promptly Made Paperwork: Russia Integrates “GosConcierge” with Max Messenger

Residents of Tatarstan will soon access government services online with greater convenience, as the “GosConcierge” system is being integrated into Russia’s national Max messenger platform.

From Summer Camps to Building Permits

Launched in Tatarstan this summer, the GosConcierge service allows residents to access government services online through video consultations with staff at multifunctional centers (MFCs). Without leaving home, users can submit applications for land-use plans, demolition notices, plot layout approvals, or even arrange summer camps for children during school holidays.

At present, GosConcierge provides access to seven services, with regional authorities planning to expand the list by another 34.

Government Services in Your Pocket

According to Ilya Nachvin, First Deputy Minister of Digital Development of Tatarstan, the region is now piloting the integration of GosConcierge with the Max national messenger, as announced at the Kazan Digital Week 2025 forum.

The goal is simple: eliminate wasted time visiting MFC offices or standing in lines. Through video calls, users will be able to consult specialists, clarify details, and even submit photos of required documents directly from their smartphones.

The system ensures transparency in client–consultant communication. Holders of Max ecosystem accounts will also be able to access MFC services via video consultations. In parallel, work is underway to integrate the platform with Russia’s digital signature service, GosKey, enabling official documents to be certified online.

Cutting Red Tape and Wait Times

This innovation streamlines access to critical services, promotes transparency, and represents another step in expanding Russia’s digital infrastructure.

Integrating these platforms supports the creation of a unified nationwide ecosystem for public services, making them accessible, fast, and user-friendly. It will also reduce the burden on MFCs while expanding access in rural communities and for people with limited mobility.

If successful, GosConcierge could expand to include telemedicine, legal advice, tax consultations, and more. The model—government services delivered through a messenger—may also be exported to CIS and BRICS countries and regions with developing digital ecosystems.

Russia’s digitalization push has accelerated in recent years. In 2024, the Ministry of Digital Development introduced GosKey, a service for remote identity verification and digital signatures on documents such as contracts and applications. Max developers also enabled users to book medical appointments directly in the messenger, powered by integration with the SQNS cloud platform.

Similar approaches are emerging abroad: in Singapore, the Ask Jamie platform is used by more than 70 government agencies. In Russia, GosConcierge’s integration into Max marks progress toward a “super app” for public services, with Tatarstan serving as the testing ground. If successful, the initiative will be scaled nationwide.
