Sergey Brazhnik: “Russian Officials Have Learned to Create Unconventional Content”

With the rise of artificial intelligence and digital tools, Russia’s public services are becoming faster and more personalized. Even registry offices (ZAGS) are experimenting with AI to automate tasks and design creative content.

Russian civil servants are actively learning to use artificial intelligence. At a recent national meeting in the Yamalo-Nenets Autonomous District that gathered representatives of registry offices from across the country, a special module was dedicated to AI training. Sergey Brazhnik, managing partner of the online university for new professions Zerocoder, demonstrated how AI can raise service delivery to a new level while saving employees time.

“For instance, we can prompt AI to compose a congratulatory speech for newlyweds, design an image for a social media post, or even generate a visual design for a newborn medal, which some regions hand out. The task of an official is to navigate modern tools, create effective prompts, and clearly understand the expected outcome. This means registry offices won’t be recycling stock images or generic speeches anymore—officials are now capable of producing original creative content. On average, AI can save 20–30 percent of the time spent on routine tasks. Neural networks can significantly speed up work with documents, reports, press releases, and speeches. The core benefits are rapid automation and a sharp reduction in routine workloads. Beyond that, AI can quickly generate visual and audio content for ceremonies, especially useful during peak seasons and on ‘beautiful dates’ for registrations.”

According to Brazhnik, the broader development of digital formats in government services will align with Russia’s national “Data Economy” project, which aims to digitize 99 percent of socially significant services by 2030. Key priorities include deploying AI and neural networks to automate and personalize services, as well as expanding proactive offerings for citizens.
