Russia Updates Its National Energy Digitalization Strategy

The revised plan integrates global best practices, AI-driven analytics, and a framework to measure the digital maturity of power companies.

Russia has unveiled an updated Digital Transformation Strategy for the Electric Power Industry through 2030, signaling a major step toward modernizing one of its most complex and vital sectors. The document was publicly discussed at the Kalinin Nuclear Power Plant in Udomlya with representatives from the Ministry of Energy, Rosenergoatom, Inter RAO, System Operator of the Unified Energy System, and Rosseti.

Developed by the Digital Energy Association in collaboration with key energy enterprises, the new strategy reflects the latest global trends in energy tech — from distributed grids and microgrids to AI-based predictive analytics and digital substations.

A Conservative Industry Turns Digital

“The energy sector, long seen as conservative, is now becoming one of the leaders of the digital transition,” said Alexander Khvalko, Director of the Digital Energy Association and Deputy CEO of Rosenergoatom. “We’re seeing widespread adoption of smart demand management, robotic metering systems, and advanced vector-based measurement technologies.”

Khvalko noted that the updated strategy has already proven useful in shaping both state and corporate digital transformation programs. A pilot project assessing the digital maturity of energy companies is set to be completed by the end of 2025, after which the final version of the strategy will be submitted to the Ministry of Energy for approval.

The roadmap aims to build a secure, resilient, and technologically independent energy ecosystem — positioning Russia’s power sector for a future defined by automation, data-driven decision-making, and digital efficiency.
