Russia to Introduce AI-Content Labeling System
The new labeling framework will help users navigate an overwhelming flow of AI-generated media and fight the spread of deepfakes.

In the coming months, Russia will roll out the first version of a system for labeling AI-generated photo, video, and audio content. The plan was announced by Arutyun Avetisyan, academician of the Russian Academy of Sciences and director of the Ivannikov Institute for System Programming, speaking at the Microelectronics 2025 forum in Sirius, according to TASS.
Developers will embed microscopic, invisible watermark-like artifacts. These markers will be detectable by specialized services and analyzers. To distinguish AI-created media, a market-wide standard is being designed.
The technology is expected to be open source, providing a foundation for future regulation of AI content in Russia. The system is also meant to combat the spread of deepfakes and other fraudulent AI-generated material.
The Microelectronics 2025 forum runs from September 21 to 27 at the Sirius Science and Technology University.
