Russia Launches Smart Utility App to Modernize Housing Services

A new app aims to transform how Russian residents interact with utility services, streamlining everything from meter readings to emergency alerts.

In Russia, telecom provider MTS and property management company KSM-Komfort have launched a digital platform to serve 100 apartment buildings in Petrozavodsk. The system, based on the Dispatcher24 service, enables residents to submit utility meter readings, pay housing bills, request maintenance, and receive real-time updates on public service operations, according to CNews.

Through the app, users can not only manage bills and meters for water and electricity but also submit repair requests and monitor their status live. Push notifications alert residents to scheduled outages, emergency work, and major maintenance.

On the backend, the platform reduces the workload for building managers by automating requests and providing instant communication with tenants.

Alexander Kochkin, MTS Director in Karelia, highlighted the shift this marks for the housing sector: "Digital tools cut down on paperwork, speed up operations, and make public utilities more transparent."

Andrei Bekelyev, Director of KSM-Komfort, added that the system could eventually link developers, contractors, and utility providers into one integrated ecosystem for residents.

The initiative is part of Russia’s broader push toward smart city technologies, aiming to make public utilities more efficient and resident-friendly.
