AI “Land Patrol” Now Enforces Property Laws in Russia

Equipped with onboard neural networks, municipal vehicles in the Moscow region can spot land-use violations in real time.

In Russia’s Moscow region, authorities have introduced an AI-powered land monitoring system that helps identify violations of property and land-use laws. According to Tikhon Firsov, the region’s Minister of Property Relations, the new technology has made territory monitoring faster and more precise.

Municipal inspection vehicles are now fitted with cameras and AI modules mounted near the rearview mirror. The control unit, connected to the car’s power system, consumes minimal energy and operates reliably even at low temperatures. When violations are detected, property owners receive automatic notifications in their personal government service accounts.

Currently, the AI land patrol operates in Podolsk, Serpukhov, Khimki, and Mozhaisk. “Dolgoprudny, Naro-Fominsk, and Shatura are preparing to join the project,” Firsov noted.

Smarter Monitoring Through AI

Firsov also explained that the system’s neural network has been trained to recognize commercial signs and advertisements placed on land plots. A new module is now in development that will automatically compare detected signage with data from the Federal Real Estate Registry (Rosreestr) to determine whether the land’s usage complies with its legal designation.

The project is being developed jointly by the Ministry of Property Relations, the Ministry of State Administration, and the company SoftLogic.

By turning municipal patrol cars into mobile AI enforcement units, Moscow region officials are creating one of the most advanced digital land-control systems in Russia—combining automation, efficiency, and transparency in public administration.
