Russia Moves Apartment Owners’ Meetings Online
New digital tools are transforming how residents manage their buildings and utilities.

In Russia’s Khanty-Mansi Autonomous Area (Yugra), apartment owners can now attend and vote in homeowners’ meetings remotely via the federal State Housing and Utilities Information System (GIS ЖКХ). The platform allows residents to make key housing decisions without in-person gatherings.
Authorities say the new format ensures transparency and protection against manipulation. Voting takes place through a secure online portal, with results counted automatically and protected from tampering. To participate, users simply need a verified account on the Gosuslugi state services platform.
Digital Utilities and Smart Property Management
The move is part of a broader national shift toward digitizing the housing and utilities sector. The Ministry of Construction is preparing legal amendments that will let residents receive utility bills electronically via Gosuslugi. While traditional paper invoices will remain available, electronic delivery promises greater reliability and convenience.
At the same time, Russia’s “Gosuslugi Dom” mobile app—already installed by more than 12 million users—continues to expand. The latest update adds tools for managing non-residential property such as storage units and parking spaces in apartment complexes. Owners can now vote, pay bills, and even grant access to tenants directly through the app.
