Russia Is to Test an Online Admissions Super-Service for Vocational Education
The country has begun piloting a new digital service that allows students to apply remotely to vocational colleges.

Russia has launched testing of a new online service designed for remote admission to institutions of secondary vocational education. The super-service, called “Online Admission to Vocational Education,” allows applicants to submit enrollment applications to technical schools and colleges in digital form.
The platform significantly simplifies the submission and processing of documents, increasing access to vocational education. Applications can be filed remotely, without in-person visits to admissions offices. That makes the process clearer and more convenient for school graduates and their parents.
Still an Experiment
The pilot includes the Kostroma, Volgograd, Leningrad, and Ulyanovsk regions, as well as Krasnoyarsk Krai. After the testing phase, authorities will assess the service’s effectiveness and decide whether it can be rolled out nationwide.
Developing the Vocational Education System
Modernizing secondary vocational education remains a priority of national education policy. Cooperation is being strengthened between colleges, sectoral agencies, and employers. Curricula are being adapted to regional economic needs, and the number of seats in high-demand specialties is increasing.
Employers Are Waiting
Ongoing collaboration between companies and vocational institutions has become standard practice. Employers help design curricula and provide students with internship placements. A continuous practice model is also expanding, allowing students to combine study with paid work in their chosen field.
This is already influencing student choices. In 2025, the share of ninth-grade graduates who opted to continue their education in vocational institutions exceeded half in some regions.
