Russia Extends Zero-Fee Digital Ruble Policy for Another Year, Keeping Incentives in Place Through 2026

Russia has extended its zero‑fee policy for digital ruble transactions until the end of 2026, giving businesses additional time to integrate the country’s emerging central bank digital currency into their financial workflows.

Digital Ruble Will Remain Fee‑Free for Another Year

The Bank of Russia has extended the preferential period for digital ruble transactions, allowing businesses to make payments without commissions until December 31, 2026. The extension is intended to help companies adapt their internal processes to the new form of national currency and test new services without financial pressure. The regulator stresses that the goal is to make the transition to the digital ruble as smooth and predictable as possible.

After the grace period ends, minimal tariffs will take effect. Transfers from individuals to companies will carry a 0.3% fee (capped at about $17). Payments to utilities providers will incur a 0.2% fee (no more than about $0.11), while transfers between legal entities will cost a fixed approximately $0.17. Transfers between individuals will remain free, as will account opening and closure on the platform.

A Third Form of National Currency

The digital ruble will become the third form of Russian currency, alongside cash and non‑cash funds. A pilot project, launched in August 2023, is currently underway. By September 1, 2026, major banks and retail chains are expected to be fully ready to serve clients using digital currency. Other market participants will connect gradually, with full rollout planned through 2028.

The Central Bank expects the digital ruble to become a routine part of the national payment system in the coming years. Extending the fee‑free period ensures a softer transition and enables businesses to develop new financial instruments without added risk.
