Digital Tools Help Drive Intellectual Property Development in Russia

Online registration services and new support measures are reshaping the country’s business climate.

More than 80% of applications for registering intellectual property rights in Russia are now submitted online, Prime Minister Mikhail Mishustin said at a government strategic session. He noted that inventors can now register their inventions in a very short time without leaving home. This approach is changing the business climate and creating more attractive conditions for entrepreneurs and innovators.

“Reliable protection of advanced ideas, inventions, and scientific research stimulates innovation, boosts the competitiveness of companies in the domestic market and, of course, affects external markets as well,” Mishustin said.

Companies engaged in R&D, including in the IT sector, are eligible for tax breaks and other support measures. In 2025, the number of invention registration applications submitted by individual entrepreneurs rose by one third.

“This means that new solutions have emerged for the IT industry, food chemistry, medicine, machine-tool building, and a wide range of other sectors,” the prime minister added.
