Russia to Launch a Digital Platform for Monitoring Bus Routes
The Russian government has approved a nationwide pilot that will create a unified digital system for monitoring passenger bus transportation, improving transparency, safety, and regulatory oversight.

A Unified Platform for Carriers, Passengers, and Regulators
The Government of the Russian Federation has approved a decree launching an experimental program from 15 January to 1 November 2026 to build a nationwide passenger‑transport monitoring system. The platform will be developed by the Ministry of Transport in cooperation with Rosavtotrans and the GLONASS operator, with support from the Ministry of Internal Affairs, the Ministry of Digital Development, and Rostransnadzor.
The new state information system, built on the ERA‑GLONASS platform, will integrate carriers, passengers, bus terminals, and government agencies into a single digital environment. The system will automatically detect illegal or unregistered routes, as well as those that exist only on paper.
Approval of new interregional routes will move fully online, reducing the processing time from 63 to 33 days. Digital assistants will support carriers in preparing and submitting documents.
Transparency, Safety, and Better Planning
Alexey Raykevich, CEO of GLONASS JSC, added that passengers will be able to check whether a route is legally registered before purchasing a ticket. Integration with the public feedback service Narodny Kontrol will allow users to file complaints about poor‑quality services, strengthening oversight and improving service quality.
These measures are expected to significantly enhance the safety and legality of passenger transportation while offering authorities new analytical tools to improve mobility planning across regions.
