Russia’s Rostov Region Is Expanding AI Road Cameras to Catch Phone Use and Seatbelt Violations

Thousands of new smart cameras will monitor distracted driving and safety compliance, turning roads into data-driven enforcement zones.

Authorities in Russia’s Rostov region plan to significantly expand their automated traffic monitoring system, deploying thousands of new camera complexes capable of detecting violations such as mobile phone use behind the wheel. The rollout was reported by Vestnik Primanychya, citing Alexander Rechitsky, head of the regional branch of Russia’s Interior Ministry.

Phones, Seatbelts, and Illegal Parking

The additional equipment is intended to improve road safety and reduce accidents caused by driver distraction. Using computer vision, the smart camera systems will analyze video footage to identify whether a driver is holding a mobile phone. At the same time, they will check for seatbelt use.

Beyond distracted driving, the cameras will also flag illegal parking, driving in bike lanes or pedestrian zones, and violations related to paid parking. The system is designed to automatically recognize multiple categories of infractions, expanding enforcement beyond traditional speed monitoring.

Under current rules, using a phone while driving carries a fine of 1,500 rubles. Failing to wear a seatbelt is also punishable by a 1,500-ruble fine for drivers and 500 rubles for passengers. Officials note that the upgraded system will be able to detect other violations as well, making it harder for unsafe behavior to go unnoticed.

Earlier reports highlighted a similar trend in Moscow, where artificial intelligence–powered traffic management systems have helped reduce road congestion even as the number of registered vehicles continues to rise.
