More Social Services Go Digital in Russia Over the Past Year
Regional digital development ministries report growing use of the Gosuslugi portal for social services.

In 2025, Russian regions took a major step toward the full digitalization of socially significant public services. According to the Ministry of Digital Development and Communications of Russia’s Orenburg region, the focus was on deeper service integration, mobility, and the use of artificial intelligence to improve accessibility and the quality of interaction between citizens and the state.
According to the Orenburg region’s digital development ministry, residents can now access 149 government services in electronic form, 88 of which fall into the category of mass socially significant services.
One-Click Access
In 2025, new digital services were added, including “Obtaining a disability certificate granting access to benefits,” “Assignment and payment of a regional quarterly allowance for children with disabilities under 18 from single-parent families,” “Compensation for contributions toward capital repairs in apartment buildings,” and “Issuance of an electronic certificate for children’s recreation and health programs.”
Entrepreneurs licensed to carry out conservation work on cultural heritage sites can now receive assignments and permits for reconstruction online. The so-called “life situation” services make it possible to obtain government services in a comprehensive way, through a single digital window.
