10 Million Moscow Residents Already Use Digital Health Records

By 2026, every Russian citizen is expected to have an electronic medical profile, a move officials say will transform healthcare efficiency and patient convenience nationwide.

Moscow has already rolled out electronic medical records (EMRs) to 10 million residents. With the capital’s official population at 13.2 million, that means the vast majority of Muscovites are now covered.

The EMRs provide doctors and patients with round-the-clock online access to complete health histories. Records include lab results, exam protocols, CT, MRI, and ultrasound scans, hospital discharge notes, prescriptions, and more. The system speeds up diagnostics and reduces unnecessary clinic visits. Patients can also maintain a “Health Diary,” logging their own metrics manually or by voice.

Since 2024, Russia has been gradually phasing out paper records in favor of digital ones. Today, EMRs are available nationwide, though functionality varies by region. The central regions, where the rollout began, offer the most complete services—including the ability to add health data for close relatives.

Enrollment happens automatically, with no applications required. By 2026, the government plans full nationwide adoption of electronic medical profiles.
