A Government Chatbot Launches in Russia’s Kirov Region on the MAX Messenger

Residents of the Kirov Region can already use the chatbot’s core functions. Over time, similar tools may be rolled out across other areas of public services.

Public Services on a Familiar Platform

A chatbot developed by the Kirov Region’s Center for Digital Development has launched on the MAX messenger, creating a new digital channel for interaction between regional authorities and residents. Through the MAX interface, citizens can access a range of services, including booking in-person appointments, checking the status of submitted applications, viewing office hours, and receiving answers to frequently asked questions.

By using the chatbot, government digital services become available on a widely used platform that increasingly functions as a “single window” for communication between authorities and the public. This approach improves feedback loops while reducing the load on call centers and the need for in-person visits. Residents and public-sector employees save time on appointments and consultations, while reference information remains available around the clock. The initiative reflects a broader national push to digitize public services and increase the efficiency of digital interaction between government and society.

Strengthening the Digital Ecosystem

Integrating government chatbots into MAX is part of a broader strategy to expand digital services on the platform and create a unified environment for public interaction. In the Kirov Region, a similar model has already been implemented at multifunctional public service centers. There, a chatbot has attracted more than 13,000 subscribers and facilitated the issuance of thousands of service tickets through MAX. The messenger continues to expand its capabilities, offering access to public service centers, document readiness notifications, appointment scheduling, application status tracking, and related services.

Including the chatbot is part of the Kirov Region government’s systematic effort to digitize services and improve residents’ quality of life. Against the backdrop of Russia’s import-substitution policy in the IT sector, MAX is increasingly viewed as a state-oriented alternative to Western messaging platforms, allowing public institutions to keep communications within the national digital environment. Deploying government services through MAX could become a standard for other regions, reinforcing local digital service ecosystems. At the same time, residents’ digital literacy is likely to improve, especially as further integrations emerge across additional sectors via the same chatbot or expanded MAX services.

A Broader National Trend

The migration of public services to digital channels is a nationwide trend across Russia. Messaging platforms are becoming an integral part of this shift, particularly as MAX positions itself as a “single window” for public services. Official channels of regional ministries and social agencies on MAX are already used for rapid public updates. Chatbots at public service centers help residents book appointments, while medical visits can be scheduled via MAX in many regions, including the Yamalo-Nenets Autonomous Okrug.

Automating Government Communications

The launch of the Kirov Region Center for Digital Development chatbot on MAX marks an important step in digitizing regional public services, with a focus on mobile access, convenience, and two-way communication. The benefits are clear: faster service delivery, reduced pressure on call centers, and improved public awareness of available services. Over time, the chatbot may expand its functionality, including integration with additional areas of public administration. Further use of MAX’s platform APIs could also enable deeper automation of communications between government agencies and businesses.
