AI Monitors Trash and Parking Violations in Russian Suburbs

A neural network integrated into Moscow Region’s surveillance grid is helping local authorities catch rule-breakers, from trash dumping to illegal parking. The AI is already reducing violations—and doing it without overreach.
Residents in the Leninsky District of the Moscow Region witness tangible benefits from a digital assistant added to the 'Safe Region' surveillance network. This AI-powered system, one of nine rolled out across the region, operates 24/7 to track violations related to parking and waste disposal in residential areas.
Since the start of the year, 60 individuals have been identified and held accountable for infractions ranging from blocking access for service vehicles to unauthorized dumping. The neural network flags these issues and sends automated reports to the State Traffic Inspectorate, where officials identify vehicle owners by license plate and decide on enforcement.
Importantly, the system is designed to avoid over-policing. For instance, it only reports a car obstructing a garbage truck route if the vehicle has remained stationary for more than ten minutes.
The initiative has already cut violations in the region’s courtyards by nearly half. Looking ahead, authorities plan to scale the program nationally, deploy over 66,000 cameras, and expand the AI’s capabilities.
