AI Tech Slashes Toll Road Violations in Russia

Smart surveillance systems on Russian highways are reducing toll evasion and boosting traffic safety.

Russia is rolling out artificial intelligence to crack down on toll road violations, and the early numbers are promising. The “Free Flow” system, developed by the state company Avtodor, uses neural networks to spot drivers who try to dodge tolls, obscure their license plates, or commit other violations, according to Autonews.ru.

Since the beginning of 2025, the system has recorded over 650 violations, including 180 cases involving fake or hidden license plates, 60 with obscured or dirty plates, and 70 instances of toll evasion. Thanks to this technology, toll violators on the M-12 highway dropped from 11% to 5%, and on the Central Ring Road (TsKAD), from 5.4% to 2.8%.

AI is also helping flag drunk drivers, unlicensed motorists, and other offenders, with more than 220 such cases already identified.

These smart tools are making Russian roads safer and travel more comfortable for law-abiding drivers. The deployment of neural networks in transport marks another step in the digital transformation of infrastructure and improved public service on the nation’s highways.
