AI Services in Russia Are to Manage Construction and Utilities Infrastructure

AI services are set to be integrated into the standard cloud solution Upravlenie Stroitelstvom (Construction Management) in 2026.

Russia’s Ministry of Construction held a meeting on the development of artificial intelligence technologies in the construction sector and housing and utilities services. The meeting was chaired by Construction Minister Irek Fayzullin.

Participants — representatives of the construction and utilities sector — discussed how to embed AI into core processes, from preparing design documentation and construction oversight to asset operation and handling citizen requests. The details were shared with IT Russia by the press service of the Research Institute of Building Physics of the Russian Academy of Architecture and Construction Sciences.

AI Assistants and Helpers

Special attention was given to best practices for applying artificial intelligence that have already proven effective. The discussion covered AI solutions for automated document checks, as well as digital tools for assessing the condition of facilities, among other use cases.

Participants highlighted the potential of developing AI assistants for working with documents and document flows, tools to support meeting organization and materials preparation, services for navigating regulatory frameworks, and handling standard citizen requests.

Following the meeting, a decision was made to integrate AI services into the standard cloud solution Upravlenie Stroitelstvom. Pilot projects will also be launched in the regions, including flexible pricing, automated document verification, identifying real estate assets in technical plans, and digital master planning of territories. All of these initiatives are to be rolled out this year and are expected to make processes more transparent and speed up management decision-making.

Checking Documents and Generating Solutions

The meeting also reviewed cooperation with the Center for AI in Urban Planning. Digital services have already been created to verify project and working documentation for compliance with requirements, generate architectural and planning solutions for apartment buildings, analyze progress across construction stages, and detect clashes in digital information models. An Expert Group on AI operates at DOM.RF, alongside the development of an industry data platform.

All participants agreed that artificial intelligence will become one of the strategic tools that will elevate the construction and utilities sectors to a new level.

Earlier, we reported that the Russian-developed solution SIGNAL helps manage the entire construction process. It has replaced foreign systems and is now used as a unified digital platform that increases operational transparency and enables preventive oversight.
