Investment-as-a-Service: Regions Compete for Capital Through Digital Platforms
In Russia, competition between regions for investment is increasingly shifting toward the quality of digital interfaces and project support. Orel Oblast is moving in that direction, with local authorities announcing plans to develop a unified digital investment platform.
The platform will provide registries of promising business niches, a map of sites available for industrial development, and services that help investors connect with government agencies and banks. Authorities in Orel Oblast expect that digitizing these interactions will improve the region’s investment climate.
Investment Project – Jobs – Infrastructure
In effect, Orel Oblast is building an end-to-end digital layer to manage the investment cycle, from identifying open market opportunities to delivering projects. Alongside data on local resources, the platform will include analytics modules to estimate required investment, project payback periods and associated risks.
For investors, this can cut the time and cost of finding suitable locations and aligning project approvals. In practice, that lowers entry barriers and can accelerate capital inflows. Those investments, in turn, can create new jobs for residents, while a broader tax base gives local authorities more room to fund infrastructure and social services.
Digital Standards for Working With Business
The launch of a digital investment platform could strengthen Orel Oblast’s position in the National Investment Ranking run by the Agentstvo strategicheskikh initsiativ (Agency for Strategic Initiatives). Since 2025, the ranking has placed greater weight on digitalization as a competitiveness factor. Based on 2024 results, the region ranked 16th nationwide for investment climate and 8th within the Central Federal District.
The platform now in development could attract strategic partners for projects in priority sectors and act as a lever for further growth. Over time, the regional service could integrate with federal platforms such as POS.Biznes (Business Feedback Platform), MSP.RF and the Investitsionnaya karta Rossii (Investment Map of Russia), which aggregates tens of thousands of assets. Together, these services are setting a baseline standard for regional solutions.
National Investment Policy and Digital Tools
Russia’s Ministry of Economic Development launched the national investment map in 2024. Beyond listing available sites, it provides a unified database of infrastructure capacity, current tariffs and a comparison tool for regional investment conditions. In parallel, the ministry scaled POS.Biznes across all regions, making digital communication channels a required part of investor support.
In 2025, the national ranking added new digitalization indices, giving regions an additional incentive to invest in platform-based services for investors. Leading regions include Moscow, Nizhny Novgorod Oblast, the Republic of Tatarstan, Moscow Oblast, the Republic of Bashkortostan, as well as Sakhalin, Tyumen, Kaluga, Smolensk and Chelyabinsk regions.
From Fragmented Automation to Platform Models
Other regions are aligning with these leaders, including Orel Oblast, reinforcing the broader shift toward digital transformation in regional investment policy. Competition for investors is moving out of administrative offices and into digital environments. For Russia’s tech sector, this is creating steady demand for specialized tools such as geoanalytics, investor-focused CRM systems, support-measure builders and secure communication channels with government entities.
The expansion of the digital economy is driving a transition from fragmented automation toward platform-based models for managing regional investment development.
