Max Enables Age Verification in Retail Stores and Ozon Pickup Points

The technology for verifying user data through a national platform is gaining traction. In the near future, Max may allow checks not only for age but also for social status and eligibility for benefits.

Deputy Minister of Industry and Trade Roman Chekushov says that age verification for 18+ purchases through the national platform Max is already used across all federal retail chains in Russia. The technology is also deployed at Ozon pickup points and in more than 70,000 stores through self-checkout systems. Customers only need to show a QR code in their messenger profile to confirm their age.

In practice, what started as a standard digital feature inside an app is moving into infrastructure territory – linking government data, retail, e-commerce, and point-of-sale software. That shift is happening quickly. While many countries are still evaluating similar technologies, Russia has already rolled them out nationwide using a domestic platform.

Convenient Platform Beyond Russia

The rollout of this feature in the Max messenger is beginning to shape both regulatory and technical standards. Authorities are already discussing making this capability mandatory for stores starting in September 2026. From a technology standpoint, this opens a broad integration market – including POS systems, self-checkout, marketplaces, pickup points, ticketing platforms, hotels, banks, public service centers, and access control systems. As these integrations expand, Max is increasingly positioned to become a unified platform for everyday digital identity. Importantly, the system confirms age without exposing full passport details – only the “18+” status.

This technology pattern – combining a messenger, digital ID, QR-based verification, and retail integrations – may also have export potential. One indication comes from Max’s performance in Uzbekistan, where it ranked second in downloads among free apps.

Digital IDs Are Becoming the Norm

The digital ID feature in Max was introduced in fall 2025 and initially tested in selected stores operated by X5 Group. The pilot showed clear usability benefits: customers could confirm their legal age quickly without presenting a physical document. As a result, the ability to verify age through Max was codified into law in December. By early 2026, the technology had expanded to Ozon pickup locations. Meanwhile, a two-step verification model for certain age-restricted products has also emerged in practice.

Similar developments are underway globally. In 2025, the European Commission introduced a blueprint for age verification that allows users to prove their age without disclosing unnecessary personal data. In the United Kingdom, the UK Government announced in December 2024 a transition to smartphone-based digital IDs for age verification when purchasing alcohol in pubs, clubs, and stores.

No Paper: First in Retail, Then Everywhere

Russia is now building a large-scale applied infrastructure for digital attribute verification, where confirming legal age is only the first and most straightforward use case. In effect, this marks the emergence of a new operational standard for segments of retail. Over time, the range of applications is likely to expand – more marketplaces, pickup points, automated checkouts, and service platforms are expected to adopt the technology. That will likely be followed by linking additional attributes, such as social status or eligibility for benefits.

Scaling this model benefits all participants. Consumers can avoid carrying paper documents, while retail staff can verify required information quickly and on the spot. The IT sector also stands to gain, as demand grows for integration tools, APIs, secure attribute processing, and compatibility with POS, accounting, and access systems.

Preliminary estimates show that the number of requests using Max QR codes for age verification exceeded 1.7 million in March. This is a unique result. We expect the number to surpass three million requests per month by the end of this year. These figures reflect strong consumer trust in the service and confirm its convenience.
