Manturov Says Russia Is to Maintain Continuous Space Presence After 2028
The deputy prime minister outlined plans for a national orbital station to replace the ISS.

Denis Manturov said Russia plans to ensure uninterrupted human presence in space after 2028, with the construction of the Rossiyskaya orbitalnaya stantsiya (Russian Orbital Station) as a central goal. He spoke in the final episode of the “Pervye sredi zvezd” (First Among the Stars) podcast by Radio Sputnik and ON Media.
In 2025, Russia approved the Kosmos (Space) national project, which includes the development of the Rossiyskaya orbitalnaya stantsiya and the deployment of the Express-RV satellite communications constellation.
According to Manturov, a national station would allow mission planners to set tasks aligned with the country’s priorities and design modules tailored to specific scientific objectives.
Speaking more broadly, Manturov added that space exploration demonstrates what both individuals and nations can achieve when knowledge, engineering expertise, and determination are combined.
