Omsk Residents Can Now Report Environmental Violations via MAX Messenger

Since April 1, 2026, the Omsk Region has launched a chatbot from its Environmental Monitoring and Rapid Response Center in the MAX messenger. Residents can now report illegal dumping sites or air pollution incidents directly from their phones.

In the Omsk Region, addressing environmental challenges has become a priority. In the National Environmental Ranking, the region currently places 76th out of 83. Over the past year, the regional Ministry of Natural Resources received 372 official complaints related to air pollution, compared with just 145 the year before. In 2025, the region also secured additional funding under the federal Chisty Vozdukh (Clean Air) project.

An “Eco Dispatcher” in Your Pocket

More than 500,000 people in the Omsk Region already use the national MAX messenger. Now, each of them can act as an environmental watchdog, helping speed up how information about violations reaches authorities. The service operates 24/7. Users simply send a photo or video of the issue, along with the location and a short description. The system then automatically routes the report to relevant specialists.

Paying Closer Attention to the Environment

Environmental protection ultimately depends, to varying degrees, on every resident. Across Russia, awareness is being raised through campaigns and public initiatives. Saint Petersburg was among the first cities to widely deploy stationary eco-points for collecting hazardous household waste such as batteries and light bulbs. Today, there are around 600 such facilities, which collected about 250 tons of hazardous waste over just one summer last year.

Meanwhile, the social network VKontakte hosts a chatbot called the “Green Habits Eco Tracker.” Users take on environmental challenges, log their actions, and earn eco-points for activities like avoiding gasoline-powered cars, planting trees, cleaning riverbanks, or recycling paper. These points can then be exchanged for rewards.

“According to research, roughly three-quarters of young people demonstrate awareness of environmental issues, while that share is significantly lower among older generations. The Green Habits Eco Tracker gives young people a way to lead by example and engage older audiences,” said Mikhail Dankin, co-chair of the All-Russian environmental movement Ecosystem.

Not Standing Aside

Caring for the environment includes building modern waste-processing facilities, removing illegal dumps, restoring waterways, reforesting land, and reducing harmful emissions. But it is also a field where individual action matters. At a minimum, people should not ignore environmental damage happening in front of them. The new Omsk chatbot turns a simple complaint into a documented report backed by photo and video evidence. It gives residents a real tool to influence environmental conditions – fast, transparent, and easy to use.

This “messenger + chatbot + incident routing” model could be replicated in other regions, evolving into a full environmental monitoring system with geotagging, automated alerts, and analytics for identifying problem areas. If each report leads to inspection and remediation, the Omsk Region could establish a practical model of environmental governance. Authorities and citizens would effectively communicate through open data and respond to issues in real time.
