Russia prepares to introduce neural networks into schools

Russia is drafting clear rules for the use of artificial intelligence in education, aiming to integrate AI tools into schools and universities without replacing independent thinking.

Proposals have been prepared by the State Duma committee on family protection, chaired by Nina Ostanina. The focus is on how domestically developed neural networks can be embedded into the education system in ways that support learning rather than provide ready-made answers.

The document applies to schools, colleges, and universities and prioritises the use of Russian-language technologies developed domestically, including systems capable of operating offline. This is particularly important for regions and educational institutions with limited internet access.

Using AI with clear limits

The proposals underline the position previously voiced by the head of state, who has warned against situations in which students simply receive finished answers from algorithms instead of doing independent work. Such an approach, he noted, is unacceptable if it leads to the loss of thinking and analytical skills.

Committee members argue that AI in education should be used deliberately and within clear boundaries. To achieve this, they propose legalising the use of neural networks through updates to the regulatory framework and defining specific rules for their application in teaching and research. A separate section is devoted to training educators, without which the technology would not be effective.

Guidelines for AI use

The document places strong emphasis on practical implementation. It calls for the development of guidelines to support teachers through innovative technologies.

“In conditions of staff shortages, AI could take over routine elements of the educational process, personalise learning, support inclusive education, and assist adult learners, the committee notes”.

In practice, this means AI could help with grading assignments, analysing student progress, and selecting learning materials tailored to the level of a particular class. Teachers would remain central to the process, while technology handles supporting tasks.

The proposals also suggest expanding AI training in universities beyond technical fields to include humanities programmes. This reflects the growing role of neural networks in everyday life and across professional environments.

Overall, the discussion signals that Russia is preparing its education system for a cautious and structured use of AI as a tool to support teachers rather than replace them.
